If Rewind's Screen Capture is off for an hour, you will get a pop-up notification that says "Rewind is paused". The time cannot be configured but if you want to turn it off, you can change it in Settings.
Click on the Rewind icon in the menu bar
Under the General tab, uncheck "Remind me when Rewind is paused"
