Set up the Safari extension for Rewind and set to "Always Allow on Every Website":
Navigate to the Settings app on your iPhone and search for "extensions".
Tap on Rewind and toggle on Rewind. (Toggle greyed out? Click here.)
On the same screen, click into "All Websites" and choose Allow.
Once you've set up the extension, go to a new website in Safari so that it begins to capture.
You will now see a new puzzle piece icon in the left side of the search field, which means the Safari page is being captured.

If you're still running into any issues, you can try resetting the extension directly from the Safari page.
